Just can't figure out why my civics not starting properly

I got a 91 civic 1.6L single cam ZC.

Lately it has been giving me trouble in the mornings in the cold, I would have to hold the throttle at idel for a good 10-30 seconds +. But lately it has been giving me some trouble when starting it when the cars still warm.. Could it be the fuel pump?? Does the fuel pump just go in a snap or can it become garbage and eventually die? What else could be causing this?? My CEL comes on sometimes if I start it and the car dropps idel and its a throttle angle code... I tried adjusting the throttle angle and even got a new throttle position sensor... Any ideas!
