Late shift/high RPM shifting from 95 EX auto

is this common for hondas? i've heard alot of people say they're known for rough shifts, or slower shifting. but it just seems when im coming through the neighborhood at 3-4000 rpm and it won't shift into 2nd gear on its own for awhile, it seems like something is up. is there anything i can do? im going to replace the tranny fluid and filter, but other then that i have no idea what to do

did they go back to putting in trans filters.
earlier models did not have them
(speaking from experience with accords - not sure if it is the same with civics).

no idea, its my first auto honda, and i just bought it tonight.

Tranny fluid might be low.
