Default Lights of the handbrake and the ABS are permanently on

Hello,
I have a problem – the lights of the handbrake and the ABS are permanently on. In the beginning they turned on and off when I started and stopped the engine. There was a burnt light which I changed, but the probled still remained. There is a break fluid.
What could the problem be?
edit: the car is civic 6, 1999, 1.4iS, d14z2

Well I would start with an ABS code scan

Parking brake light ON:
Check whether the brake fluid level in the master cylinder is low.
