Default New to Honda Motor Issues

So I picked up a civic as a project (95 Civic cx HB) It ran ok when I picked it. I didnt think much of figures it had just been sitting a while, once I started driving it a little further it noticed that it was idling really rough (enough to shake the rear-view mirror). I also noticed that it had no power what so ever and was very sluggish. When I was sitting at a light while idling it kept feeling like it was going to die but never did and when i went to take off, it bogged way down and barley made it up the hill. My girlfriend who was behind me said she saw a little bit of white smoke, not a huge cloud or smoke stack but just a very little. I did not smell anything in the cab that smelt like antifreeze (has exhaust leak) any ideas what could be going on?

Really, it could be a one or bunch of things like spark plugs, the catalytic converter, injectors, dirty fuel filter, etc, etc. So many things can cause those symptoms, it'd be impossible to guess. I'd check the plugs and air filter, first.
