Default No Gauges / No Turn Signals.. WTF?

ok I recently picked up a 92 Civic Si.. When I got it had the following problems.
No Gauge Readouts
No Turn Signals
No Dash Lights

I did a little looking and found like two red and 1 yellow wire burnt out in the Dash Wiring Harness. - I completely replaced these wires. But still have the above Symptoms. I checked all the fuses and all are good. I'm pretty much puzzled what would cause thes symptoms. Even after repairing the bad wires in the harness and verifying all fuses were good.

Any input would be Great. - Thanks.

Ok, think about this for a second.
You found burnt wires in the dash wiring harness
Obvioudly, those wires were meant to complete a connection.
From a power source, or power distributor, to the component, in this case the gauge cluster.
Do you think that maybe, since there were burnt wires found, thatsomething (again evidence from the burnt wires) may have fried your gauge cluster?

So, does it light up? or work at all?

When taking the dash apart, remember that the hazard (four-way blinker) button has to be plugged in for the turn signals to work.

You might do better replacing the whole harness if wires are burnt. Someone must have been tampering with the fuse box to burn the wires-- jamming things other than fuses into it for example. So the fuse box may be no good. Also check the main fuses in the box next to the battery under the hood.

Okay answer me this...
Do any of the gauges read anything? (clulster might be fried)

To debug the lack of dash lights:
When you turn the headlights on do the parking lights and license plate lights turn on?
-If NO: problem with fuse or wiring yet, double check your work.
-If YES and the dash lights don't turn on: It could very well be the dimmer switch.
-To test if the dimmer switch is faulty, pull it out and unplug it. Jump the plug's black wire and red wire (this will bypass the switch) With the headlights on, test to see if they now turn on. Do they turn on?
If NO: problem with fuse or wiring yet:
If YES: faulty dimmer switch (this is actually very common)

To debug your binkers:
The hazard switch MUST be plugged in and much be functioning properly.
Press the hazard button, do they turn on?
If NO: it's likely a faulty hazard switch
If YES: it's likely a faulty combination switch (turn signal/headlight switch)

I do have extra hazard and dimmer switches if they indeed are your problem. I also have a gauge cluster too.

Well I found that whoever was working on the car had wired their radio into the wiring harness. And cut of the stock plugs and wired in. Atleast visually their are some lights that light up on the Dash Console, and thats about it. The hazards are plugged in and do work just fine. You know when I turn on my headlights not for sure if the corner lights lit. But I'm assuming by the Hazards working they probably do. (But headlights do work)

I've checked every single fuse in the car, pulled them all out and inspected them.

So I take it, and this is what I had thought, but definitely open.
1. - Gauge Cluster Gone -> No readouts on Gas, RPM, MPH, etc. - Althought some of the lights light up just fine - SRS, etc.
2. - Fuse Box fried - or part of it went.

3. - ?? Is their a relay that might have fried? -

<unfortunately bought this as a Drug Bust car so don't know the previous owner>

But I could tell that the radio was wired in wrong, pulled the entire harness out and re-ran any damaged wires.
