no power to the dash fuse box

Default no power to the dash fuse box

I have a 96 civic hatch b18b swap.
originally was a crank no start. found no power to fuel pump, checked fuses and PGM-FI. couldn't find anything wrong until I started poking around with test light. found no power to dash fuse box, but I do have power to headlights, brake lights, hood fuse box. is there a fuse or relay that can cut power to this entire fuse box? or is there a wire diagram of things to check? any help is appreciated, thanks.

Did you end up finding out what it was ? I’m having the same issue in my 98 b swap as well
