Default Passing gear adjustment

Is it possible to adjust the passing gear cable on a 2000 civic?

My kids car is downshifting into first at 30 mph which is not normal and I fear the little punk is gonna blow another engine.

Any help appreciated.

I'd take it to the closest dealership and get them to sort it out. I have a '97, and it won't go into first above 15 or 20 km/h ( from Canada) Best of luck, hope it's not an expensive venture.
