Default Sometimes running rough...

The car is my girl's 99 Toyota Camry LE 4 cylinder.

The temperature was around 50 degrees, which is much higher than it has been lately. We recently bought the car, and when I test drove it it ran great and idled great too. As of late, it hasn't been so great.

Here's what is happening...
There is sometimes trouble starting. It sounds like it's struggling to get fuel. It sometimes starts and dies. But eventually it starts, runs rough (chugging a bit) then after some time it runs smooth.

What I plan on doing...
Changing the fuel filter, spark plugs, and spark plug wires.

What could be the problem?!?

could be a bad fuel pump

Ithink that changing the fuel filter like you're planning on doing might fix it. About a month after I first got my car, it had similar problems. A neighbor I had who was pretty knowledgable with cars, and he said to try changing the fuel filter. I changed it and WHAM - started perfect every time. I guess it could be a number of things though.
