Default Starting Issues

I have a 95 Civic LX and normally when I attempt to start it, I have to turn the key on, and then wait for the check engine light to go off and hear some noise rev up before it will start. Today, the check engine light will not go off, so the car will not start. It will turn over, but appears to not get spark. Is there a relay that maybe went out? Please help. In the past, the amount of time varied from the time I turned the key on and the check engine light went off; anywhere between a couple of seconds and 5 to 10 minutes. Please advise.

Sounds to me like a main relay problem.

But since you seem to be throwing a code since the CEL stays on, retrieve the code first.

I changed the main relay and the problem still exists. The check engine light comes on and stays on. The main relay never clicks. I located the jumper on the passenger side and jumped it with a jumper wire, turned the key on and the check engine light stays solid, never flashing to indicate a code. Does this mean it is a ground or ECU issue?

In addition to the check engine still staying on, the transmission is stuck in park. I turned the key on until the check engine light comes on, but the transmission will not come out of park. Any suggestions? Would this keep the CEL from going out and the main relay from clicking?

There is a small groove beside the shifter that's just big enough for a key. Press your car key in it, then it'll shift when the engine is off.

Found the key location next to the shifter and was able to get the car out of park, but was hoping by putting it in neutral it would start. No luck. Any other suggestions on the CEL staying on?
