Check the power steering fluid level, the condition of the power steering belt, and the tension of the belt. Make sure everything looks normal.

Alright.

Next step would be to jack up the front of the car (or preferably use a lift) and then turn the wheels through their full range of motion and look underneath and in the wheelwells for anything rubbing on anything whatsoever.

is it comming from inside the cabin? because i know when its cold out, the plastics do squeek when you turn your wheel. it was happening to me and i looked it up and its a common problome.

It is still a good question though, is the noise from something inside the car, or under the hood? If it's under the hood, turn the key on but don't start the engine. Then have someone turn the wheel while you listen under the hood to try to identify the source of the noise.

If the noise is not coming from the PS pump or belt, then check whether the wheel splash guard is bent and rubbing on the rotor on turns.
