Default Ticking motor

Well at first I couldn't get the motor to start in the 2000 Ex I just bought. Now I have it so that it starts every time but when it starts, it has a ticking noise up by the valve cover and if you put your hand on the valve cover you can slightly feel the ticking. Im guessing this could be valves, lifter, and so on...
I took the valve cover off to investigate it and some of the valves were kind of loose and if you moved the arm up and down it made that same sound with a tick. Some valves were snug and some were kind of loose. Also, my CEL is on so maybe that can give me a better idea? If so, can someone link me to the post that explains how to check the problem with the CEL
(Is there any computer tool needed to check it?) This ticking noise is a constant tick and the higher the RPM's the faster it ticks....Anyone have any idea what it is? This is on 2000 Ex D16y8

The valves are adjustable. Unlike most other cars, the Civic engine does not have "lifters" that adjust themselves. You turn the screws at the end of each rocker arm to get the specified clearance. That will solve the ticking but not the check engine light.

I would suggest since the car was not running at first, reset the computer (with key off, disconnect the battery, touch the cables together and reconnect it.) and see if the light stays out. If it comes back on again you need a computer tool to find out why, but it costs less than $100 or you can go to most parts stores and have them scan the codes for you.

Can someone link me to a thread on how to adjust them or possibly explain in detail how it is to be done? Please and thank you! :-)

You just need a jumper wire:
