Default Timing Belt Noise

1994 Honda Civic LX d15b7
Timing Belt Seems to be making noise. Got an audio recording of it.

http://www.youtube.com/watch?v=hZfUHnFb4Os
1080p Available Dont know if that helps with sound or not.
Dont mind the vibration sound on :07-0:10 camera was sitting against something that shook during increase in rpm.

Hoping to get some opinions on what the noise is?
Timing Belt too lose or tight? Idle Pulley Bearing etc.

How do you know the sound is from the timing belt?

I actually dont, just taking a good guess. It actually has 2 noise the other louder than this. But im able to completely eliminate it which the bottom cover of timing belt is like broken and rubs somewhere and i can take a flathead and press against it and eliminate the sound then i left with the sound that i recorded.

Take the other belts off first and try again to be sure its related to the timing belt. Sounds more like a bad power steering pump or one running without fluid.

Does seem to, certain places of turning wheel it will speed up/slowdown and be louder/quieter.

At one point turned all the way to left where it holds it self, and then if i add a little more pressure to wheel its very noticeable of going quieter.
