Default Transponder Key programming issue 2010 Honda Civic

So I had 2 new transponder keys cut and I've been attempting to program them, however, I cannot seem to get my 2010 Honda Civic into programming mode. I’ve followed every tutorial I can find online and I’m using the original key from the dealership to enter programming mode, but when I go through the steps the door locks never cycle to indicate I’m in programming mode.

As I understand it, the steps to program the keys are

Step 1.) Enter your car and put your transponder key into the ignition.

Step 2.) Turn the ignition "On," press the Lock button on the key and then cycle it back "Off." Repeat this step two more times.

Step 3.) Cycle the key back to the "On" position, press the Lock button on the remote again and wait for the locks to automatically cycle on and off. Then hit lock on any other keys to program them as well.

Step 4.) Turn the ignition key back to "Lock" and remove the key to end the process

Can anyone tell me what the issue may be or is there any other way I could get my keys programmed?
