I don't know what 14 8 or 22 is BUT I have a 97 1.6 Vtec and had the engine rebuilt and it did the same. Check the throttle body area. It could be TPS or IAC. The RPM tac will bounce around. I went through several throttle bodies.. you might want to check the butter fly door.. sometimes they won't open properly (they're magnetic) and that could be bad... a lot of people will block off the door and maybe that engine had that existing problem. Could just buy some cleaner and spray it in there. Also, the mechanic thought I had a vacuum leak. Get some brake cleaner (if you are not careful you could use water I suppose) and if you have a leak some where it should bubble up. Anyways, mine ran those codes, but it turns out there were some wiring issues when the head was put back in. That's as much as I would know..

Google.com shows "error code 8" being a TDC sensor. Maybe that is your problem?

You'll probably have to buy a new sensor. Sensors aren't usually easily fixed and it seems to be a common issue with Hondas. It could make the car rev up and down since this tells your computer how your car is cranking. Maybe there is a way to test the sensor? Maybe find a friend with a similar vehicle and put it on their car.. that's how I've always been able to find out if my sensors are good.

It sounds like it BUT that part is expensive ($150 new .. $70 IF you can find a good used one) .. Definitely try to find one that someone will let you swap temporarily OR I would try blocking off the butterfly door with like a piece of thick paper.. where the throttle body attaches.. and plug it in and see if it quits .. but look it up online first
