Default V-tec problem?

OK, curious about a friends car...93/94 Tegra GS-R. The thing has some bolt-ons (Header/exhast, no intake) but the odd thing is...you can hear the v-tec kick in (the motor sound changes) but there is NO change in acceleration whatsoever...I don't have much more info then that...any ideas?

I very HIGHLY doubt its low on oil. I'm just wondering, cuz it sounds like it kicks over to V-tec but it doesn't pull any harder or faster. I will admit I know very little about the workings of V-tec, and its not my car so I don't have a lot of info. Anyone have any ideas?

I realize VTec does not equal a turbo, but even he says it doesn't feel like it pulls as hard as it used to. Next time we cruise I'll find out more about the motor's history and mods, then come back and see what's up
