If your civic is like mine, it doesn't have hydraulic lifters and the lifters themselves have to beadjusted manually.
I did this tonight for myself. but the oil consumption could be a sign of bad valve seals. which could be the cause of your excessive noise or be a cause for the loose valve or misadjusted valve lash. Get a compression check done, adjust the valve lash and see where that leads you.

These engines do not have hydraulic lifters, the valves have to be adjusted periodically. When out of adjustment they will be noisy when cold, then eventually noisy all the time.

Follow the car in another car and watch for smoke especially when accelerating. When you have a lot of sludge due to the previous owner not changing the oil often enough, it's common for the rings (piston rings) to wear out early.
