95 Honda Civic Wont Turn Over

Default 95 Honda Civic Wont Turn Over

So my 95 Honda Civic EX more often than not will not turn over. There is an occasional time that it does and once it does it runs fine, but those are few and far between. All it does when I turn the key to start it is lock the doors and stuff like it usually does when you start the car, but the engine doesn't turn over. I initially though it was a bad starter but I just replaced the starter today and it does the same thing. I next thought that it may be a faulty ignition switch, but I can still put the key in the on position and push start it which makes me thing that it may not be the ignition switch. Any ideas what the problem might be? Could it still be the ignition switch? A bad connection somewhere? Help please!
