Default idle control system failure? Please Help Me!

Hello to everyone. I have the biggest problem with my luck with my 99 si. Well living in the state of Texas, thunderstorms come and go when they want. I had to replace my B16A2 due to the water or shall I say the amout of water that was sucked up when my intake cone went diving into the water that flooded the streets. So I got the problem fixed at my local Honda dealer, 4 grand later and 15 miles on a new motor and my check engine light comes on and the car stalls. I looked up the code on the computer and it says that the idle control system is failing and that the part will about $150. The question is can I fix it myself or take it to the dealership and pay out he *** again. Any feedback and help would be great. If you can help me from *** raped at the dealership please feel free to call me at 254 368 6694 or email me at [email protected]
