VTEC not working??

So i drove my friend's '98 civic and his vtec kicks in at like 5700 and its very clear that it kicks in. you can hear it and feel it. my car a '95 civic on the other hand makes no difference in sound or feel between 5k and 7k....its definately a vtec motor...my other friends '94 does the same thing as mine does...could this be an ECU problem or what? has this happened to anyone else? i know the '98 has the d16y8 and i have the d16z6 but i should still be able to feel and hear the vtec.......whats the deal?

i don't even own a civic (yet)... but i've read some pretty good articles about how the VTEC works and what some common problems are... try checking your oil pressure.. sometimes when your oil pressure isn't high enough the VTEC won't engage..also.. make sure all your wires are hooked in right.. i'd double check.. because i've heard it's pretty easy to forget some

again.. just relaying from what i've heard about common problems.. better than what some people on here have said about this (nothing)
