leave it internally gated at the 8 PSI, get a compression test on your engine to make sure all is well, and for tuning, if you are running a mellow T25 at a low PSI, looking for numbers right around 200hp, Crome would be fine for tuning. Just convert back to OBD1 and chip/tune your ECU at a professional tuner, preferably a dyno. As for more info about everything you need, read ALL the stickies at the top of the Nitrous/Turbo/Supercharger section, they're very insightful

if you leave it gated at 8psi you should be fine asfar asnot blowing your engine. Before you even consider a turbo, make sure you do a compression test like flip said.

You could blow your engine at 2 PSI. It's all in how it's tuned. I would leave it internally gated. T25's dont have much topend.
You should start by running a Leakdown and Compression test.
Is your EX Canadian? (D16Y7) Is that 155Km? Or Miles?
