As for the turbo lag (forgive me if im a little late on the subject) i saw a write up in i believe honda tuning or import tuner (or maybe mod mag) where a guy looking to reduce turbo lag and introduced a low powered nitrous system. I think it was 30-50 HP set up used on the track or street. They claim, when set up right, "harmless to the engine" and used until the turbo spools. As far as i can tell, this is a pretty fast way to reduce that lag.
Turbo lag can be adjusted for by changing you piping sizes and using the correct turbo. Of top of that on a light fwd car(e.i. a civic) you do not want power below say 3000rpm as it will be next to impossable to get traction, look at turbo lag as traction control of sorts. The way weight moves and leans a car you simply do not want alot of tq down low on a light fwd car.
