Nope Road was definitely not closed. That car coming at the beginning gives that away. Looks like some fun though. I don't agree with road racing but it was the beginning of touge and drifting and the like. Nice vid.

I'm sure that car passing before (which looked like an integra) was checking to see if anybody was on the road. There was probably somebody posted at the bottom as well.
