Default ABS problem

94 Civic EX....GSR motor....Im getting an ABS light on which isn't turning off. Also when braking in low gears the brakes pulsate like in a brake locking situation; at that time I can hear a clicking coming from underneath the passenger dash which I'm assuming is a relay of some sort. Any ideas of to what could be causing this problem? Thanks

There should be a wheel with a bunch of teeth on it near the hub. Check to see if the sensor that goes next to the wheel w/teeth is connected and also check taht there aren't any broken teeth.
