Default smaller wheels to go lower

ok quick question, right now i have 17" wheels..when i put them up to my stocks, there the same size with tire. I hear alot of people saying to switch to 16" if you want a big drop, but wouldnt 16" wheels and tires be the same as 17", because your just taking off a inch of rim and adding more tire...

the thing is that larger diameter wheels are typically wider: common sizes are 14x5.5, 15x6, 16x6.5, 17x7, etc. Of course wheels come in all sizes but those are pretty standard. Wider wheel = wider tire; wider tire + drop = tires rubbing.
