weird problem painting bumper, what is causing this?

Default weird problem painting bumper, what is causing this?

I bought this bumper from AAA auto body parts in rancho cordova, CA for my 99 civic ex. I also bought a fender and hood from them and they came out really good but on the bumper, there are these places where the paint just won't stick and/or there appears to be gasses releasing from the plastic causing the paint to bubble.
The bumper was prepped correctly, what could be causing these bubbles? Manufacturing defect?

isn't there a special primer/sealer for plastics? wondering about this too, have one to paint soon myself.

Bumpers need to be primed and painted with a flex coating to allow the paint to flex, but that is not what that issue looks like (unless the bumper has been flexed since painting). It appears to me that the bumper was not completely cleaned before painting. The paint did not adhere to the plastic and appears to be shrinking. Possible some oils are still on the surface.
Although outgassing could be possible, I would think it would be more wide spread that what is shown.
