Print out this TSB (#00028), bring it to the Honda dealer, and seek a goodwill gesture from a District manager.

Thumbs up I know it's been a while but...

...did anyone get the fix done under goodwill repair? And weather or not, did you get the problem fixed beyond just clearing the code when it occurs? Thanks for responding.

with hondas do you have to do a case learn with the pcm?

I cannot thank you enough for this technical bulletin

Honda charge $1,000 for a replacement ECM, but I found the right one (with updated firmware) at www.goecm.com for $325

Not too happy at all this trouble and cost, but it is good to finally have it figured out.
