Default Problem with dash and turn signals(relay?)

I have a 1995 Civic DX. It has somewhere around or over 200,000 miles I'm sure. Just the other day I started it up and drove it for a bit (Not my main driver). Everything was working fine until I flipped the turn signal lever. All I heard was a brief click then nothing. The speedometer died and there was signals flashing outside the car. The 4-ways do not work either. I went to the underhood fuse box all the way to the back left (standing in front of the car). I found a 10amp fuse meant for the signals, if I remember right, which was blown. I replaced it and went back inside the car and got the same response. I turned on the signals and just got a brief click and then found the fuse blown again. I have a short or something somewhere in the wiring but not too sure where. Does anyone have a solution or has anyone experianced this and fixed it? Also...is there anyway that I can make a speedometer cluster with a tach already in it from the same year work in my car that does not have a tach in the cluster?
