Valve Spring Lash or Tightness?

Default Valve Spring Lash or Tightness?
I noticed when I was retorquing my headstuds that some of my valve springs were looser than other ones. Some of them were hardly touching the rocker arm. What is the proper way to adjust the valve springs?
