Default 2004 2-dr road noise

I understand that the road noise on a civic is the most common complaint of the car. However, I am getting an excessive noise that I have not heard in any other civic I have rode in. I have changed tires, and rotated and still get the same noise. It is not my tires. I need help with any suggestions on what might be causing excessive road noise. Here is the description of the noise...

I have to avoid going 45mph because that is when it is at its worst. It sounds like a warped tire or a split belt in my tire, but its not that. It is only coming from the driver side wheel well as far as i can tell. The steering wheel shakes a little which makes me think that it might be a balance problem. My braking is smooth and it takes corners just the same as the day i bought it. This new noise is getting more noticeable and any help is greatly appreciated.

If the tires have directional tread make sure they are turning the right direction. Lift the wheel off the ground and turn it in neutral to check the wheel bearing. Any noise at all from the bearing is a fail, it will be a lot louder with the weight of the car on it. Shaking when the car moves almost has to be a tire that is out of balance or not round (I know you said over and over that it is not the tires...). If a front tire is not round you can sometimes notice it in the steering wheel when moving slowly on a very good pavement surface.

Bearings would make since, but would they make the noise worse at a certian speed? say 45mph. I speed up when I get to 40 till I make it to 50 so that I don't have to hear it lol.

A bad bearing generally makes a roaring noise that gets louder the faster you go.
