Default 92 civic a/c problems (still works)

(92 hatchback vx)so I am having idle problems when I turn on my ac.. It should be at 1100rpms but Im around 250rpms. Somebody pm that I should make sure my condenser fan is running.. It is, but is there a high/low speed relay? Because it always one speed... Also Its a old fan but the blades are good but the motor could be a little weak.. Its been a 100 deg or above and my a/c just never catches up but the compressor and condenser are new and the freon is full... I even rapped the a/c lines in foam to keep them cool... please tell me what I can do?? Remember It runs and idles perfect when ac is off...

Should I get a aftermarket condenser fan with more cfm? or is there a relay for high speed? is there a sensor to tell the motor to idle at 1100rpm?

on rain day when its still hot out the ac pumps out freezing cold air... this is a hatch back but I know it should be blowing cooler air and idle at 1100rpm with ac on...
