Default Busted Speedometer. Help

Okay so I have a Honda Civic its a 2000. And the speedometer is not working. Basically the car is running normal and we are going well beyond 20 mph but the speedometer can't read over 20 mph. When you get up over 20 the little handle on the meter starts shaking trying to go above but it can't. And when its off it goes back to zero but when we turn it on it rises to 20 whether we are moving or not. Car seems to be running normal but it is an older car. Its always had issues with the speedometer as It always read you were going 5 mph faster than you really were.

Anyway has anyone ever seen this? Was it an expensive fix?

I have been on the phone with a mechanic and they suggested actually taking it to the dealership. Apparently because its not digital its not an easy fix and the entire cluster as he put it will have to be replaced.

What does this mean exactly? I want to get my car fixed but I also want to be aware of whats going on so I don't get ripped off.

Thanks

Try change out the speed sensor first, located on the transmission
