A/C fan and Cooling fan

1995 Civic LX
Should both the A/C fan and the cooling fan come on when the A/C is turned on?

From my knowledge, only the A/C fan. It's always running when the AC is on, but the other one only comes on when the engine coolant gets above a certain temp.
That's how my '96 is.

Anyone else, please correct me if i'm wrong!
