Which relay are you talking about? There are four potentially relevant relays:

Are you saying that if you place a jumper wire across terminals 1 and 2 of the clutch relay, the compressor clutch engages? if so, you may not be getting power from fuse 14 or fuse 14 is blown. With the ignition switch turned to ON, check for battery voltage at fuse 14, at terminal 3 of the connector to the condenser fan, radiator fan, and compressor clutch relays, and at terminal 2 of the connector for the blower motor relay.

Yes If I jump 1 and 2 the compressor comes on.
I will check the rest hopefully tomorrow night.

I just wanted to post an unpdate I finally got to look at the car some again tonight.
I got as far as step 9 and the A/C came on.
I am going to recheck all wiring in the engine compartment this weekend. But last time I checked all the wiring up to the relay box under the hood was all fine. I will recheck all this weekend and maybe have to tear into the harness to find a broken wire.
I will report back when I have more Info.

OK maybe I am reading the wiring diagrams and Diag. sheets wrong but if you look back to step 11 and 12 I believe by the picture that is the pressure switch on the dryer?

Well when I compare the diag sheet to the wiring diagram this don't match.

The wiring diagram says the pressure switch is supposed to be Blue/white and a Blue wire. The car has a blue and red wire at the switch.

Also is says in the diagram that the thermal protection switch should be Blue/red then changes to red.The car has that but also a blue/white wire in the same harness. Which the diagram doesn't show at the moment.

Now checking according to the diagram from terminal #9 at the fuse panel in the plug the wire that I get the proper readings at is the Blue/white wire going to the compressor. Not the one going to the switch on the dryer.

Other weird this is I tried to swap the wires around to see if maybe the colors were just swapped and wrong in the harness and again still nothing.

But I was messing around more and both sets of wires touched Blue and blue and white wires. Then the system kicked on and works normally as long as both of the wires are touching. Maybe this car is haunted or something but this really doesn't make sense.

Also just so you know the harness feeding everything outside was spliced. Before me they got the harness from a junkyard car and connected all the wires to the cars harness by matching all the colors. All colors match and the harness was from the same year car.

Hopefully you can help me from here.

Upon further looking at diagrams and further more I think I have figure out kind of whats wrong.
I think the harness they got was from a car 1 year newer. It does make a difference. The colors are a little different as well as the way things run and work is a little different as well.
If you see in the 2 attachements below the system does work a little different between bit years. I think they will have to get the 01 style harness in order for me to make everything work correctly.
If you could look at the 2 diagrams below and see if you see the same thing I do.

Sorry could not add attachments at the moment the files are to big. I don't have the stuff on my laptop to shrink them at the moment I will try to get them done and post them.

I am not used to having to make sure they are a certain size. I just always link them to my photobucket. But this site doesn't allow it.

I will try to get them up asap.
