Default Front brake pad install, 05 Civic

Just bought new pads from the Honda dealer and they came with 6 shims, vs 4. I'm use to the 4 shims that go on the back of each pad, but the extra 2 I'm unfamiliar with. 4 of them are coated and 2 are bare SS. The extra 2 definitely go on the inboard pad, but do they go on first or second. I'm thinking they go on first and the coated shim goes over them, true? What is the purpose of the extra shim? They also came with a sleeve of anti-sieze. Is it necessary since the shims are coated? If so, what should be coated and where? Lastly, does the wear indicator face up or down when the pad is installed? Thanks.
