Default H22 Running Rough

My H22 is running rough and I have no codes. The following items have been checked or replaced.
1) Replaced spark plugs and wires.
2) Replaced distributor cap, rotor and coil.
3) Replaced fuel filter.
4) Checked ohms on injectors (good).
5) Checked fuel pump pressure. (good)
6) Checked IAC voltage found 1 pin had 12 volts the other pin had 10 volts?????????
7) My EGR valve is blocked off had problems with that long time ago so I installed a blocking plate.

I'm starting to think my computer is bad. I have a P13 in my car now but I also have a p28 that I was going to use for my turbo set-up. Is it okay to swap computers. Or does anyone have any ideas before I swap computers.

Please elaborate on what you mean by "running rough"?

Have you checked the ignition and mechanical timing and compression tested the cylinders?

The engine has a bad miss. Engine blogs down when you step on the gas in high gear. My timing light wasn't working so no I haven't check my timing or compression yet.

Check the mechanical timing, that is whether the cam and cank are perfectly synched at TDC1.
