Take the bottom cushion of the back seat out and unplug the wires to the gas tank. Turn the key on and see if the gauge goes to empty. If it does, the sender in the tank is bad.
The speedometer, temperature gauge, etc. all work off the same fuse as the gas gauge-- so if those work it's not going to be a fuse.

There is one bolt just off center to the right of the bottom of the cushion. You can fold the back seat down to see this bolt. Its easier to remove with a 10mm? socket and an extender for your ratchet. Once the bolt is out, the seat cushion folds up like it's on a hinge, then you have to pull upwards to remove the whole thing. (If the seat is dirty, this is a good time to use a carpet shampooer or something to clean it.) The rest will be very easy to see. There is an obvious metal cover to the fuel pump and sender unit. You'll see the wires and the screws.

Two possibilities: Bad gauge or bad sender unit.
Last test: Get a spare gauge cluster, plug it in, and see if it reads differently. If so, swap the gauges between clusters.
Option 2: Replace the sender unit in the tank. Under that cover, you have to remove some screws (I don't have the diagram handy). One of those is the fuel pump, the other is the sender unit. Its more dangerous because the tank is open and you have gas fumes that could ignite so ventilate well.
