When the CEL came back on, what was the code?
While the speedometer is not working, does the odometer also stop?
One of the wires may have the copper worn through and need to be spliced, not just taped up.

Im going to buy a CEL reader today usually I just drive to autozone so I never had a chance to check the code again, but like I said my second test drive the CEL never came on for a 10 minute drive, but still the speedometer took almost 2 minutes to work.

Plus the wires were not that bad, they were just worn a little bit, but none hardcore.
And the Odometer always worked.

Is the car safe to drive now though if the problem is fixed?

Odometer rolling means the sensor is OK. The speedometer and odometer use the same signal from the sensor. When the odometer is normal but the speed needle stays at zero, the problem must be in the speedometer head itself.

No No I lied to you haha I went on a 20 minute drive today and for the first 5 minutes the when the speedometer didn't work, then the odometer didn't work, but when it kicked on so did the odometer, so?

I do nto have enough experience solving those CEL's, however my two cents is just drive...fix the VSS on my old 3g lude I had to get a new vss gear in the trans, but as far as throwing 02 codes...if it does not hurt anything just run it.
