Did you also scrape away some wire insulation to test for voltage near the main relay plug?
3. So just wrap the wire around the battery terminal, and around the prongs on the inside of the main relay?
That might work. A wire with alligator clips at each end might be easier.

1. I just did, I measured 0.013V.
2. On step 2 of the Main Relay testing diagram I measured 0.0Ω, on step 3 I measured 0.2Ω, on step 4 there was 0.3Ω. Is this close enough to zero, or is it bad?

(2) shows that the main relay is fine. (1) tells you that the ECU plug is an unlikely source of the problem and that the main relay plug is now the prime suspect. Reasoning: Voltage reaches the main relay plug from fuse 24 but does not make it past this point, despite the fact the main relay itself is fine. I assume that the Blk/Yel- and/or Blk-wire main relay plug terminal may not be making good contact with the corresponding main relay terminal or one of these two wires is bad inside or near the main relay plug.

My bet is on the main relay plug based on its bad condition. However, here is the problem with that idea. Voltage reaches the relay plug on the Blk/Yel wire from fuse 24 just fine and the Blk wire has good end-to-end continuity yet never gets voltage from the main relay, despite also testing fine. In other words, all individual components test fine, which suggests but does not prove that the lack of voltage to the Blk wire is poor contact between the relay and relay plug. I'd be more confident if the individual tests pinpointed the specific problem, though by process of elimination the problem seems to point to the main relay plug.
If you are comfortable with this reasoning, then cut out a main relay plug (plus ~6-inches of each wire) from a junk yard 5th Gen Civic and properly solder it into your wire harness.
