All the bulbs need to be out for the test light method to detect a short. I would suggest a final test where you leave all the bulbs out and open and close the hatch and shake the wires around to see if that does anything.

Then you can put some or all bulbs back and put a new fuse in and see if it pops. If the socket is rusted so far that it's falling apart, that could cause a short.
