Did you reset the ECM memory after you replaced the O2 sensor?

Check your connections - most likely a poor contact somewhere

hrmm well i got under my car and i was looking over things and it seems that the coating on teh wires not on the o2 itself , but the part to connect to seems to have gotten the coating torn, must ben when i was trying to adjust the cat back in, but it didnt look like it was damage i just could see the cooper wires behind the coating, think thats prob it? If it was whats the easiest way to access taht wire?

Does your scanner have a "MONITOR" function to monitor real-time data from the sensors, or is it just a basic code reader? If it has multiple functions, you could probably check the voltage at the sensor while the car is running relatively easily and get an idea of what's happening. If not, deal with that wire problem first. Bare wires are never a good thing, so I would suggest cutting out the bad section and splicing it, making sure to use some kind of sealable shrink material. Inspect all wires carefully.
