I do have the rotor screw in place, there is only one place on my Del Sol where the screw can be screwed into to secure the rotor.

Can someone supply me with the correct spark plug to distributor diagram for a 95 honda del sol vtec 1.6 SOHC please, I cant seem to find one and I would feel so foolish if this was the problem the whole time after I replaced my distributor

Order is 1-3-4-2 going clockwise looking at the outside of the distrributor. Cylinder 1 is the one furthest from the distributor. Post 1 is typically at 7 o'clock. Again, to make sure you know which post is #1 I suggest TDC1 the engine and check the rotor position.

CEL should cycle on and back off when you turn the key on but don't crank. If it doesn't there is a problem other than the distributor.

GOT IT WORKING!

Turned out the spark plugs just needed to be cleaned, since they have been flooded since I replaced the dizzy. Let the engine bay sit with the plug caps off to let it dry out, then cleaned the spark plugs, then let it sit for an hour. Turned it on, took some cranking, but got it working!

Good news but isn't the pump supposed to shut off and not flood the engine when it doesn't start quickly?
