Default Through bolt for fork to lower control arm

I'm trying to change my front shocks/springs and have everything off except the through-bolt that connects the fork to the lower control arm. I've tried wd-40, pb blaster, and lots and lots of time trying to turn the bolt/nut. I don't know what else to do. My development says they're gonna tow the car unless I have the wheels back and it's off the jack stands so it at least appears to be drivable. I could always put the wheels on and put it back down and then jack it back up when I'm ready to work on it again, butI'd rather just get it done now. That's beside the point. Anything you can suggest?? Thanks
