Default V-Tec not engaging

I have changed the oil, not leaking oil so it's good there. I pulled the solenoid hooked it up to 12Volts it clicks test the wire from harness it lights up when hooked to negative post, solenoid lights up if I put the light on the positive post. Any ideas on how to trace where it might be grounding out?

Default V-Tec

The swap was done before I bought the car. I found the oil filter was loose about half a turn and now it's V-Tec Heaven.
