E-brake won't engage

Default E-brake won't engage

I have a '94 EX Sedan r/ 5sp. I recently had a draggingdriver side/rear brake that ate through new pads in 3 months. The problem was diagnosed (by a shop) as a faulty caliper, so I replaced it (as well as the rotor and new pads) I also replaced the caliper, rotor, and pads on the other (passenger) side because the rubber seals were shot.Well, the car is still up on jacks for other tranny work, but the e-brake won't engage on the driver side. I played with the tension adjust nut under the brake handle and it made the passenger side tight, but nothing on the driver's side. I can't figure out why the brake won't engage because you can see the cable move the spring on the caliperwhen the brake is pulled. I thought it could be a problem with the e-brake connection on the caliper, but it's NEW. Also, the normal brakes work fine on both sides.

Another strange thing. Thecable from the hand brake pulls the two cables (one to the left rear, one to the right) unevenly. What would cause this? Dirty cable housing?

My brother seems to think that once the car gets on the road, the ebrake problem will fix itself...something about e-brakes not engaging until the car is in reverse. I've never heard this before. Any thoughts?

push normal brakes many times. or turn the piston several revolutions. there is self-adjusting mechanism inside caliper
