Is the amp going into protect mode, and shutting off. Or is it like a "short" just pops off, then on ...? Whats the voice coil configuration of the sub? single 4ohm, 4ohm DVC, 2ohmDVC.. and how is it wired to the amp? Is the amp "stable" for the load your putting on it? How about the ground connections for all of that stuff. The cap, and amp?

One of the two is going into protect. Ditch the tsunami cap. There is absolutly no reason you should have one. It is not doing you any good.
