Let's talk about exhaust. When I get the turbo setup figured out, will I still be able to have a stock (EX) catalytic converter? Or will this necessitate a "high flow cat" (read: test pipe)? Because I like the environment so it would be nice to have it all environmentally friendly and ****.

You could use it. I would go with at least a Magnaflow catalytic converter though. Direct fit high-flow is $150 for EK.
Either that or test pipe... but personally I am not a fan of test pipes.
All the cat does though against you is add a little restriction... if you turn up the boost a little more you could cancel out that lost power

What size are the Magnaflow High Flows actually? There is one on my car that was advertised as 2.5", but I have read that there are no cats that are truly 2.5" and are actually 2.25".
As far as an ECU goes, P28 is most commonly used. I'm sure you have posted this, but what did you decide to tune with?
