well it shouldnt matter what catback exhaust system you use its smog legal because it has no effect on the catalitic converter unless you remove that completely then your engine light will come ON and its an automatic fail at the smog, however depending on your law enforcement... in california its not legal to have modified exhausts so most likely down the road some dick head highway patrol will pull you over because of your exhaust if you live out here.

yeah, CA and VA are the two worst states to live in as far as cars/modding (well, at least with what I've heard about VA).

As long as it's under the sound limit, a reasonable cop shouldn't pull you over... but unfortunately law enforcement is like any other profession; you have your laid-back easy going guys and you have your power-tripping douches.

Anyway, if you have a decent bit of money to throw at it, PaceSetter makes a 50-state legal cat... linky. Also, you'll probably want a DC header since you're in Cali since they're also 50-state legal. Hedman's Chikara header carries some sort of carb-exemption, but I'm not sure if you'd pass emissions with it.

Ok, Im looking at doing the Hx To EX.

Im going with a DC Header. Then right off the header I put a cat. then I put my catback?

The cat destruction posted was a stock style magnaflow, said 96-98 ex's direct bolt on, and 99-00 ex's and si's semi direct bolt on. Whats the difference? can I go with a 98 ex cat even though my car is a 99?

Both those cats are almost half the price of the one destruction posted, why cant I use those?

EDIT whats that "mid muffler"? does that come with my catback system? and is that where a "test pipe" would go instead of that muffer? and why do you guys hate test pipes?

Those must be welded on. The one I linked you to is a direct bolt on, meaning it has flanges just like the stock catalytic converter. It's also high-flow, it just doesn't say that on the page I linked you to.

It will fit, I don't know why it says semi-direct bolt on. I have never heard of anyone having problems with that.

It's a resonator. It basically muffles the exhaust tone a little bit in addition to the muffler. It reduces raspiness and tone volume.

Test pipes are optionally placed where the catalytic converter normally goes. We hate test pipes because they make the exhaust raspy, they are illegal, and they are extremely harmful to the environment. Without a cat your exhaust is spewing out tons of carbon monoxide. A catalytic converter's job is to convert that carbon dioxide to less harmful carbon monoxide, and without the cat, it stays as carbon monoxide. Also, they only gain about 1HP more than a high-flow cat will, making them not worth the consequences.
