Look for leaky or disconnected vacuum hoses -- brake booster, PCV valve, etc. I think those have a cold idle control widget on the thermostat housing that's easy to break. Clean your IACV. Make sure the throttle body is securely bolted to the manifold and the manifold is secure on the engine. Double check that the throttle plate actually closes fully. Start the engine with the air pipe off so you can see the throttle plate. If it is sucking in a lot of air through the hole next to the throttle plate, the IACV is stuck open.

If you let it "idle" at 3000 rpm for long enough, the CEL will come on with an IACV-related code, but that does not mean the problem is the IACV.

I don't think this statement is necessarily true for a 7th generation Civic.

Unlike 6th generation Civics, which have several "IACV-related" CEL codes, the 7th generation 01 Civic has a single IACV CEL code (P1519) that specifically indicates a problem with the IACV or its circuit. Therefore, if CEL code P1519 is thrown, troubleshooting would become highly focused on the IACV and its circuit.

Other items to check would be whether the throttle cable is adjusted too tightly or the idle speed is adjusted too high.
