96 civic ex wont turn on!

Exclamation 96 civic ex wont turn on!

i have a 96 honda ex that i had sitting in the driveway for a while. it was running fine with the occasional battery dieing i think from the aftermarket radio. i would take the car out for a spin every other week then recently the car wont even turn on. tried to jump it still wont turn on. when i turn the key it sounds like it wants to turn on but doesnt. i got a rebuilt alternator so i dont think its that but i could be wrong im new to cars. i dont know whats wrong with it and need some help. like when i try to start the car it really sounds like it wants to turn over but it doesnt like it needs a kick or something. PLEASE HELP ME!

like the key turns sounds like it wants to turn on but wont! HELP!

When you turn the key to the IGN2 position, do you hear a low hum from the back seat area? (there are 3 positions: off, 2, and 3; 3 starts the car). The low hum is the fuel pump priming.

no i dont hear that. when i turn the key to turn on it cranks but doesnt turn on. i think it might be distributor or spark plug. im going to get some fuel starter tomorrow and see if i can spray some in to see if its the fuel pump. thanksyou very much. any more suggestions?

not sure you got what the hobo meant... slowly turn the key till the dash stuff comes on and the radio comes on... right when all of that comes one, you SHOULD hear a hum from the back seat. Thats the fuel pump priming/pressurizing the fuel lines
