Well, if you are confident that the O2 sensors and wiring are fine, then the ECU may be bad.

Is the CEL code for the primary or secondary O2 sensor? What specific CEL code?

Are you using aftermarket sensors? If you are, you may want to try a different brand or even Honda sensors.

Check that you have 12 volts at the sensor with the key on. If you don't, something is wrong with the wiring.

RonJ: it the codes for both the primary and secondary heater circuit codes.

gwl: both sensors are bosch.

mk378: where exactly do i put the probes to test that. would the female connector for the o2 sensor be ok?

That is your problem
The owner of http://www.oxygensensors.com specifically told me NEVER TO USE BOSCH O2 sensors on ANY HONDA OR TOYOTA because they DO NOT WORK for some reason (in fact he refuses to sell them). I know that Bosch is a great brand normally, but their O2 sensors for Honda and Toyota just don't seem to cut it.

Your best bet is to replace them with OE style denso, walker, NTK (the O2 sensor division of NGK and who makes the Honda OE ones) or OEM Honda. Anything else will definitely cause issues.

Did you cut and splice wires to install the O2 sensors?
